Calman Commission on Scottish Devolution

The Calman Commission has laid out a comprehensive set of proposals that will give guidance and structure to the debate on the constitutional and fiscal future of Scotland.  While it has been criticised by Scottish Nationalists for failing to assess the prospect of independence for Scotland, the report sets out plans to make Holyrood politicians more financially accountable to the electorate.
